• Who contributes to the fund
• Who can get an exemption and how employers should manage exemptions
• How to manage premium withholding and quarterly reporting
• How workers will meet contribution requirements, including a pathway for near-retirees
• What benefits will be available for workers, including portable benefits for people who leave the state
